Why cant I highlight text in my pdf files?

It says the tool for highlighting text is for files where document rights are enabled. How do I enable document rights? I hope there is not some kind of legal bull crap stopping me from highlighting a damn line of text. I hate it when software companies screw things up like this. If there is a way for me to highlight the text please tell me. I am writing a big paper and it is annoying that those retarded programers couldn't just let me highlight it.Why cant I highlight text in my pdf files?

hit F1 and search for it or Google ';enable document rights';
