Well, Adobe Reader 9 (a free software) does allow for markup but only if the author has invited you to review the document. If you do have an invitation to review, you can make comments on a sticky note tool, you can edit text, highlight text, call out text, etc. However, you can only markup PDFs that have been created by Adobe Professional, which is *not* free.
I would say try looking for an Open Source program. I think I've seen one before.Is there a small program I can use to edit (mainly highlight vocabulary) PDF files?
