How can I highlight PDF files without buying expensive software?

99% of reading materials for all my graduate courses are in PDFs. I don't want to print everything and use all that paper (as well as lug it everywhere) so I prefer to save everything onto my laptop. I only have the free Adobe Acrobat Reader so I can't highlight the text unless I go through a process to enable document rights. Are there any free software out there that will allow me to highlight and make notes on PDFs?





Please don't send me to sites that offer free trials for a limited time. I've found plenty of those and I need something for the long term.How can I highlight PDF files without buying expensive software?
I am using PDF-Xchange Viewer now. It allows me to add comments and annotations to any PDF file.
