i have a pdf file that is created as images scanned but these images have some text that i want to highlight. i have googled to look for some softwares that can do this task and tried many of them but got no luck. (i know some softwares like foxit pdf reader that can highligh texts but this is a different case and i can't get its help here).
please help.

Was the text saved as text within the PDF file or was it a graphic that is part of the file?
If the former, Adobe Acrobat (not Reader) can do that for you. If the latter, you will need to retouch the photo in PhotoShop or Illustrator.
