In PDF Adobe 8, I can't find out how to remove highlighting from the lines I want to print on. Can anyone help

In PDF ADobe 8, when I go to a government document and want to fill out the lines, all I'm gettting are highlighted blue boxes, and when I click on the right , it just says use hand tool, arrow, etc. I cannot seem to find the problem.
