i have a pdf file that is created as images scanned but these images have some text that i want to highlight. i have googled to look for some softwares that can do this task and tried many of them but got no luck. (i know some softwares like foxit pdf reader that can highligh texts but this is a different case and i can't get its help here).
please help.

Nope, you cannot highlight the ';text'; in the image because they are image. None of the tools i know of can highlight ';text'; from image because it's impossible. You can highlight the part of the image that contain text you want. *like select part of the image in mspaint*
If you want to get the text from the image, you will first need to convert the image in pdf to a normal image file. Then you can use some OCR software to convert the image into text. But you have to know that non OCR software is perfect, you will not get a reasonable good text from the image. If you have a poor quality image, then you might better copy down using your eyes and hand.
Here is a free OCR you can try. It can convert image directly from scanner, jpg, tif or bmp format. Try read the user reviews from the site and you do need luck to get what you want.
