Program for adding highlights/notes to a non word or pdf editable document?

i have a couple articles that were copied so they basically come up as an image only but i need to highlight them to take notes. anyone know of a program that will allow me to highlight onto the image, kinda like pdf pen almost?Program for adding highlights/notes to a non word or pdf editable document?
