If you want to generate PDF files, then Primo PDF is a good software. However, if you want to Highlight /Annotate within a non-copyrighted PDF, you can download the latest version of FoxIT PDF reader. This is a free software with a small footprint as compared to Acrobat reader. Personally, I've been using this software for a long time and I find it really nice.
